The first half of this book contains information that many long-standing HR professionals may already know. The first half is helpful for those starting in the field of HR. With great clarity, Timms explains many of the core concepts of providing effective service to the organization and the needs of the departments for growth, complexity, and communication. It’s also a great review for HR’s purpose and mission.

The second half builds a good case and means to make HR the real talent agency for the organization. Going beyond merely answering the needs of the organization, Timms proposes that HR staffers have backgrounds and experience in the expertise needed. Coding, supply chain, lab work, shipping, and finance experience make an HR professional able to communicate with, fully anticipate the needs, and even bring some creative ideas and applicants into a busy manager’s focus.

Timm’s book is an excellent, solid reference book for experienced and new HR people in large and small organizations. Dealing with startups as I do, this well-organized manual can provide the basic core structure for even a small group of very creative IT people who need HR and a plan to build their own in-house department.
